صوبہ خیبر پختونخوا میں دہشت گردی کا ذمہ دار کون؟ خیبر پختونخوا میں ایک بار پھر دہشت گردوں نے سر اٹھا لیا ہے۔ صوبے کا امن ایک بار پھر تباہ ہو رہا ہے۔ ہر روز نئی شہادتیں ہو رہی ہیں، مائیں اور بہنیں رو رہی ہیں اور عوام یہ جاننا چاہتے ہیں کہ اس خونریزی کا اصل ذمہ دار کون ہے؟ اب اس کا جواب بلکل واضح اور صاف ہے۔ صوبے کے چیف ایگزیکٹو سہیل آفریدی دہشت گردی کے خلاف مؤثر جدوجہد میں مکمل ناکام رہے ہیں اور اس میں سب سے بڑے سیاسی سہولت کار ثابت ہوئے۔ سہیل آفریدی نے دہشت گردی کی کھل کر اور غیر مشروط مذمت کرنے سے گریز کیا۔ دہشت گردوں کے بارے میں مبہم اور متنازع بیانات دیتے رہے، جس سے عوام کے ذہنوں میں الجھن پیدا ہوئی۔ سیکیورٹی اہلکاروں کے جنازوں میں شاذ و نادر ہی شرکت کرتے ہیں، بلکل نہ کرنے کے برابر۔ گویا شہدا ان کے نزدیک کوئی وقعت نہیں رکھتے۔ سب سے افسوسناک بات یہ ہے کہ سہیل آفریدی نے افغان طالبان کی پاکستان میں دہشت گردی کی حمایت کی مذمت کرنے سے بھی انکار کیا۔ اس کے علاوہ وہ اشاروں کنایوں میں مسلح افواج کو مورد الزام ٹھہراتے رہے، جو قومی سلامتی کے ساتھ غداری کے مترادف ہے۔ ان کے اس بیانیے نے فوج کو کمزور کیا اور دہشت گردوں کو نئی ہمت بخشی۔ فوجی آپریشنز کی مخالفت، ناقص اور ریاست کے اختیار کو کمزور کرنے کی وجہ سے دہشت گرد تحریک طالبان پاکستان ٹی ٹی پی سمیت دیگر دہشت گرد گروہ دوبارہ سر اٹھا رہے ہیں۔ پولیس کو مضبوط کرنے کی بجائے غفلت برتی گئی، جس سے صوبائی پولیس شدید متاثر ہوئی۔ تقسیم پیدا کرنے والی سیاست نے صوبے کو متحد ہونے سے روکا اور دہشت گردی کو نئی زندگی دے دی۔ سوال یہ ہے کہ کیا خیبر پختونخوا کے بہادر عوام ایسی نالائق اور متنازع قیادت کے مستحق ہیں جو بالواسطہ طور پر دہشت گردوں کو فائدہ پہنچائے؟ یقیناً نہیں۔ خیبر پختونخوا کے عوام ایک واضح موقف رکھنے والی، دہشت گردی کی کھل کر مذمت کرنے والی، فوج اور پولیس کے ساتھ کھڑی ہونے والی اور شہدا کا احترام کرنے والی قیادت کے حقدار ہیں۔ ایسی قیادت جو صوبے کو امن اور ترقی کی راہ پر لے جا سکے۔ اب وقت آگیا ہے کہ عوام حقیقت دیکھیں اور فیصلہ کریں۔ دہشت گردی کا خون صرف دہشت گردوں کے سر نہیں، بلکہ ان کے سیاسی سہاروں کے سر بھی ہے۔
