Reject House Bill 6771 ================ Let us all unite and reject the Anti-Dynasty Bill proposed by Speaker Dy and Rep Sandro Marcos. It will not prohibit but legalize political dynasties in our system. It is a legal prostitution of the prohibition against political dynasties under the 1987 Constitution. Isipin mo, under their Bill, a family can have a President or Senator, 2 or more Congressmen, 2 or more Governors, 5 or more Mayors, 10 or more Barangay captains - all at the same time! Ang galing-galing talaga nila! Instead, let us all support an Anti-Dynasty Bill version that has the following 3 salient points: One, the prohibition should be upto the 4th degree, covering Tito/Tita at Pamangkin (3rd degree relatives), and the first cousins (4th Degree relatives) because in the Filipino culture, first cousins are still close relatives. Second, only two (2) relatives within the 4th degree should be allowed to hold elective public positions, one in the national and one in the local. Third, 4th degree relatives should not be allowed to succeed or replace their district representative or locally elected relative when the incumbent finishes the maximum term or when he/she decides not to run. The 3 salient points above would cover and prohibit the following 5 Types of Political Dynasties dominating in the country today: 1) Succession o Pamana Dynasty - Yung pina pamana o pinapasa ng incumbent official sa kapamilya before or after the maximum 3 terms; 2) Running-in-tandem Dynasty – Yung magka-pamilya na magkapares tumatakbong Mayor at Vice-Mayor, Governor at Vice-Gov, President at Vice-President; 3) Simultaneous o Sabay-sabay Dynasty – Ito yung sabay-sabay na tumakbong magka-pamilya (Governor is the father, Congresswoman is the mother, 2 or more Mayors are children); 4) Senate and local councils Dynasty – Magka-pamilya na sabay-sabay na nasa Senado o provincial board, city or municipal council; 5) Partylist Dynasty – Kung saan ang nominees ng isang partylist ay magka-pamilya Let us all speak up against the Anti-Dynasty Bill proposed by Speaker Dy and Rep Sandro Marcos. Ito yung mga nakita ko: 1) HB 6771 does not prohibit or prevent a political dynasty from having 5 or 8 Mayors under their family, for as long as only 1 relative within the 4th degree holding elective office within the city or municipality; 2) It does not prohibit or prevent a political dynasty from having 1 Governor and several Mayors under their family, for as long as only 1 relative within the 4th degree holding elective office in the provincial government and only 1 relative within a city or municipality; 3) It does not prohibit or prevent a political dynasty from having 2 or 3 Congressmen, 1 Governor and several Mayors under their family, for as long as only 1 relative within the 4th degree holding elective office in a legislative district, in the provincial government and only 1 relative within a city or municipality; 4) It does not prohibit or prevent a political dynasty from having 1 relative at the national level (Pres/VP/Sen/Rep), 1 at the provincial level (Gov/VG/SP), and several Mayors under their family, for as long as only 1 relative within the 4th degree holding elective office in the national, 1 relative in the provincial government, and only 1 relative within a city or municipality; 5) It does not prohibit them from being replaced by their family members at the end of 3 terms. Ibig sabihin, yung Governor/Congressman/Mayor na Tatay, pwede pa ring palitan ng asawa o anak niya! In summary, what HB 6771 is saying is this - - only 1 family member in the national level, only 1 family member in the provincial level, only 1 family member in the city and municipal level, and only 1 family member in the barangay level. But one family can have relatives in all national, provincial, city, municipal, and barangay levels. Basta isa lang bawat level. In effect, under HB 6771, one family can have 1 President, 2 Congressmen, 1 Governor, many Mayors, several Barangay Captains. Meaning, politics will continue to be a family business for the political dynasties Nice! Ang galing ng idea nila. It will legalize political dynasties in our system. It is a legal prostitution of the Constitutional Prohibition against political dynasties! This will not stop Systemic Corruption in public office and in the government! HB 6771 is NOT a SOLUTION! @gemmabmendoza Eight (8) Areas of the Election Results that are VERY DISTURBING -------------------------------------- Below is the summary of observations and findings by the Alyansa ng Nagkakaisang Mamamayan (ANIM) and the Church Leaders Council for National Transformation (CLCNT). 1) All the Election Returns (ERs) from the precincts nationwide were NOT SENT DIRECTLY to PPCRV, NAMFREL, and the Media, but were SENT FIRST to an intermediary server, the DATA CENTER 3, that consolidated the election returns from the precincts before they were sent to PPCRV, NAMFREL, and the Media. This was in violation of Comelec’s own Comelec Resolution 11098, Annex B (ACM Operation Procedures, 13 Dec 2024) where it was clearly stated that when the “START TRANSMISSION” button of the ACM at the precinct is tapped, the transmission of the ERs will proceed to the following servers – MBOC (city/municipal), Central Server, Citizen’s ARMM Server 1, Citizen’s ARMM Server 2, Media Server, Dominant Majority Server, and Dominant Minority Server. DATA CENTER 3 SERVER was not listed as among those to receive ERs from the ACMs. DATA CENTER 1 is an illegal, unlawful server. 2) Comelec, thru its Data Center 3, was the only one that performed the consolidation of all election returns from precincts nationwide, without the presence or participation of PPCRV, Namfrel, and the Media. 3) There was a long delay before Comelec, thru its Data Center 3 Server, released the first batch of the consolidated election results data, in the format agreed by the parties, to PPCRV, Namfrel, and the Media. According to Eric Alviar, Namfrel Secretary General, the delay was around 2 hours from the closing of voting period. What really happened during those 2 hours when the PPCRV, Namfrel, and the Media were blind as to the election results from precincts nationwide, when only Comelec had exclusive access and control to the results? 4) The Comelec, thru Data Center 3, merely supplied PPCRV, Namfrel, and the media with the consolidated election results data from precincts nationwide, which the latter used for their respective TALLIES of election results. Comelec was the ONLY source of the COMPLETE election results data from precincts nationwide. The PPCRV, Namfrel, and the media did not have any other independent source of the complete election results from precincts nationwide apart from the ones supplied by Comelec. 5) A vote discrepancy of around 5 million votes was discovered by Rappler and other media teams. But the Comelec was the ONLY ONE who conducted the "cleaning" or "paglilinis" process of the vote discrepancy. It deleted around 5 million votes. PPCRV, Namfrel, and the media were not present or involved in the clean-up process. Thereafter, Comelec merely supplied to PPCRV, Namfrel, and the media the cleaned or corrected data files. 6) Thousands of voters complained that their VVPATs or voter’s receipts did not reflect the list of candidates they voted for. May nadagdag. May nabawas. Many voters also complained that the ballots issued to them were pre-shaded, or where the names of certain candidates were already shaded. 7) In the 2019 midterm elections, a total of 1,170,331 official ballots had overvotes. Meaning, 1,170,331 voters were disenfranchised in the 2019 election. In this 2025 midterm elections, Namfrel reported that there was 17,028,780 overvotes. Namfrel said that from 2010 to 2022 elections, the overvotes averaged only at 1.5% to 2.5%, but for this 2025 election, the overvotes reached 29.89%. 8) The Comelec changed the program installed in the ACM and used an "updated" version 3.5.0 that did not go through the local source code review and independent certification by IT experts and organizations, as required by law (Sec 12, RA 9369). Comelec made the change without notice to the public, without explaining why it had to "update" the program* * * E N D * * *

"Five (5) Major Ways Dynasties destroy our nation" First, they steal substantial portions of the public funds intended for people's services, local infrastructure, and local development. Second, they are the biggest obstacle to the development of local economies in the provinces and LGUs. They control the economic resources and opportunities in their areas. Pagkalaban ka nila o ang negosyo mo sa negosyo, hindi ka basta basta maka put up ng business sa lugar nila. They restrict business activities and economic growth in their areas. Third, they are the biggest hindrance to reforming our government system. Since they dominate and control Congress, they prevent the passage of laws that would reform our government. That's why a law against political dynasties could not pass in Congress in the last 37 years. Fourth, they are the biggest corrupting virus in our society. They corrupt every sector and every agency in their jurisdiction. They corrupt the public school teachers deputized as election officials during elections. They corrupt the local bureaucracy where appointments are made based on political loyalty instead of merit. They corrupt the police and military assigned in their areas. They corrupt the judicial system as judges in their areas are often appointed upon their recommendations. They even corrupt the priests and pastors with their self-serving donations. They corrupt the youth with their fake scholarship programs that are given based on political loyalty, not academic merit. They are the biggest corruptor of our youth's sense of honesty, integrity, fairness, and meritocracy. And finally, the political machineries of these political dynasties also become the machineries of the trapo presidential, vice-presidential, senatorial, and partylist candidates these political dynasties support during elections. Meaning, these political dynasties play a big role in the election of trapo presidents, vice-presidents, senators, and partlist representatives in our country. Political dynasties get appointed as cabinet secretaries of the trapo presidents they support, while their family members get appointed to plum positions in the cabinet and government agencies. Political dynasties control not only the legislative department, their influence in the executive and judiciary have also become strong and pervasive. Political dynasties now dominate and control Philippine Congress, with 78% of members belonging to political dynasties. Political dynasties also control the LGUs, 80% of the provinces are under their rule. In 1987, there was no LGU in the country where the mayor and vice-mayor or governor and vice-governor were husband and wife, or parent and child, or siblings. Today it is so common in almost all 82 provinces. These political dynasties are biggest obstacle to our country's progress and prosperity. Who will save our nation from them? Why LeBron is the Greatest Basketball Star for me In college, I grew up watching almost all of Michael Jordan's and the Chicago Bulls' games. I remember skipping classes in the morning because the evening NBA games are morning games to us in the Philippines. I was a Jordan fan for the longest time. Until I read a news article about LeBron James endorsing Kamala Harris. I learned that he had also previously endorsed Barack Obama, as well as Hillary Clinton and Joe Biden against Donald Trump. I can see that LeBron James is not afraid that his star might get tainted in making these political endorsements. Instead, he is using his star power to help build a brighter, better, and more humane world. I see in him a kind of moral courage that is lacking among many leaders and celebrities these days. This was the tipping point for me. Previously I also read how LeBron helped his struggling high school classmate who protected LeBron from school bullies. I can perceive a vast difference in heart in the way LeBron took care of his high school buddy. I can also see an oceanwide difference in the way LeBron supports his son Bronny. For these and many more good reasons I am unaware of, LeBron will always be the Greatest Basketball Star in the galaxy for me. Alexander Lacson Philippines
