380,000 is only an average. Canada could very well land closer to 420,000 (high range) permanent resident admissions this year. An even bigger concern is that French-language category invitations already account for roughly 40% of invitations under just express entry (excluding other Francophone PR pathways) and could rise to 50% by year-end. Unfortunately, many of these invitations are going to lower-ranked candidates, with a significant share of invitees residing outside Canada, particularly in Africa and the Middle East.

The headline says 380,000 permanent residents per year. The government's own numbers say 454,000. That's because the 380,000 target doesn't include two one-time PR initiatives: 🔹 115,000 protected persons 🔹 33,000 in-Canada workers Total planned PR admissions for 2026–2027: 908,000. The math is in the government's own documents.
