Arizona’s water future is on the line. 💧 As cities work to secure long-term water supplies: investing in treatment, conservation, and infrastructure, HB4030/HCR2052 would tie their hands at the worst possible moment. Water systems require constant planning and investment. Blocking local flexibility doesn’t lower costs — it delays them and risks bigger spikes later. Voters elect local leaders to manage utilities and budgets. This bill overrides that accountability.

📢HCR2052/HB4030 will make things harder for Arizona residents. The state has consistently reduced or threatened local revenue streams (rental tax, food tax, HURF). State shared revenues often barely cover public safety costs, let alone other essential services. HCR2052/HB4030 is a massive hurdle preventing cities and towns from adapting to a changing environment. Constructing and maintaining infrastructure isn't getting cheaper. Cities must react to inflation and supply chain costs. Freezing rates and fees ties local governments' hands!

This is a problem w/ a lot of legislation that’s proposed at the state level. In theory, capping taxes sounds like a great idea. However, it can tie a city’s hands behind their backs as they deal with building out critical water infrastructure. Our economic growth depends on it!

I’m not surprised to see the @NYPost highlight that @MaricopaCounty is home to 6 of the nation’s happiest cities. No other county can boast even two cities. I’m proud that Scottsdale, Mesa, Tempe are in District 2 & kudos to Mayors Freeman, Borowsky, & Woods for their leadership.

As part of the Tucson Delivers Safer City Program, the @Tucson_Police Department (TPD) has a newly built facility to support additional east side operations in response to expansion in the southeast area of Tucson. If HB4030/HCR2052 had been law last year, @CityofMaricopa couldn’t have acted in time to fix one of the most "dangerous highways in the West." In 2025, Maricopa voters approved a ½-cent sales tax to widen SR 347.
