TODAY’S MAJOR WIN IN HOUSING! We are thrilled to see announced changes to the Municipal Government Act (MGA) legislation. For years, BILD Alberta has been at the forefront, advocating for a more streamlined, transparent, and cost-effective home development process. Today, that persistence has paid off with significant legislative changes that will help get more Albertans into homes faster. Here are the Major Wins we secured for our industry and future homeowners: ✅ The "Automatic Yes" on low-risk projects ✅ Development Permit Approval Timelines and Transparency ✅ Stricter Off-site Levy Rules ✅ Fair Property Tax Treatment ✅ Restrictions on unnecessary and expensive studies as part of approvals Beyond today’s announcement, BILD Alberta’s advocacy has resulted in considerable legislative and program reforms over the past three years: •Launching of the Stop Housing Delays Portal •Enabling appeals of off-site levy bylaws in all municipalities •Removing the ability for municipalities to adopt separate building code requirements •Removing authorities related to inclusionary zoning under City Charters as similar policies in Ontario have led to an additional $20,000 to $60,000 cost per unit •Preventing the introduction of rent control •Removing the requirement for public hearings for minor amendments to Area Structure Plans and Neighborhood Area Structure Plans •Securing a long-term commitment for the digitization / modernization of the land titles system. More work remains, and we look forward to continued collaboration with the Government of Alberta and Alberta’s municipalities.

Alberta has long been a leader in getting homes built, but in many communities, the process is slowing down. The bottleneck includes a growing web of "discretionary" rules such as vague requirements and hidden policy documents that make it hard to know if a project will actually be approved. Even simple projects, like a single-family home or a row of townhomes can get stuck in limbo. When rules are subjective, it leads to unexpected delays, higher costs, and last-minute changes that ultimately make housing more expensive for everyone. The good news? We can fix this with a few targeted updates to the Municipal Government Act. Here is how we bring back predictability to Alberta's housing market: •Set Clear Rules Up Front: Builders and developers should know exactly what is required before they start, with municipalities following consistent criteria. •Stick to the Plan: Once a project meets the agreed-upon rules, it shouldn't be stalled by someone’s personal interpretation or a new, unwritten requirement. •Use the Right Tools: Policy documents that were never meant to be laws shouldn't be used to block or delay housing. •Show the Work: Just like the province’s land titles dashboard, municipalities should publicly report how long approvals take so we can identify and fix the real delays. •Embrace Modern Tools: Support smaller municipalities with the technology and resources they need to speed up their approval times. These changes aren't just for builders or developers, they are for every Albertan: •For Homebuyers: More homes built faster means more options and better prices. •For Municipalities: Clearer rules mean less backlog and more time to focus on complex city-building. •For Alberta: We keep our edge as the best place in Canada to build a life.
