FIRST STEP ACTS FIXES On Episode 71 of Going Rogue with Lara Logan, Bureau of Prisons Director William Marshall explains what his team is doing to fix the long-criticized implementation of the First Step Act. Marshall tells Lara that when he arrived, the law meant to help inmates earn time credits and transition back into society wasn’t being properly administered. He says millions of taxpayer dollars were being spent every day housing inmates, yet the system responsible for calculating earned time credits was outdated and largely done by hand. To address the problem, Marshall says the Bureau of Prisons created a dedicated First Step Act department for the first time, reallocated more than 70 positions that were incorrectly assigned, and implemented a new automated time-credit calculator designed to properly track the credits inmates earn toward earlier release. According to Marshall, the changes are already having an impact, with litigation related to the First Step Act dropping significantly in recent months.
