This is standard across the entire cruise industry — every major line hires international crew this way. It’s completely legal under maritime law. The ICE/CBP arrests are most likely about individual immigration issues (common at US ports), not Disney breaking hiring rules. The article also mentions crew detained from another cruise line. Individual cases ≠ company wrongdoing.
