The biggest obstacle that was placed in front of reunification in Cyprus was allowing Greek Cypriots to become EU members without resolving the issue while Turkish Cypriots have lived under embargo for half a century. Delaying and keeping a status quo work in the favor of Greek Cypriots. They have no desire or incentive to enter into meaningful talks. Allowing them NATO membership without resolving the issue will just compound the problem even further. The best solution is a two-state solution with both States becoming EU and NATO members simultaneously.
