-he means an actual dual role like Harvey having a twin sibling kinda like Earth One.
Or a mix of these possibilities.

A few possibilities:
He may be talking about Harvey and Two Face as different characters.
Maybe Harvey is Hush or a Talon, technically playing multiple rogues. Kinda like a sleeper agent/Jekyll and Hyde situation that gets integrated into the final Two Face persona.
