The IMF has now asked the Ruto government to come clean on its hidden debts.
Let me break it down in simple terms.
Imagine you earn 20,000 KSh but already have loans eating into your salary. Then you go to your employer and negotiate a 2,000 KSh hardship allowance or so.
Instead of using it, you go to a shylock or lender borrow against that allowance too.
Now here’s the trick: it just happens in that place you work or country or system that new loan isn’t counted with your main salary loans.
That’s exactly what the government is doing.
They created levies and funds, increased others, like the petroleum levy or sports levy, then use those future collections to secure loans (what they call “securitization”).
But let’s be honest: a loan is a loan.
These debts don’t appear clearly in the main books, but they still exist, and must be repaid.
That’s why reducing things like the fuel levy becomes difficult, the money is already committed to lenders.
This is how our country is quietly sinking deeper into debt, just hidden behind fancy terms like securitization led by Mbadi and Ichungwa.

There’s a pattern in the William Ruto govt, just follow the numbers:
Fuel: price on 13th was 166, then it was pushed to 206 by 40ksh increase, then dropped by 10ksh to 196
You are told prices have dropped
But you are still paying 30 more per litre than on the 13th
Dollar: in 2022 it was 122, then thenpushed it to 160, then dropped it to 130
You are told the shilling is recovering
But it is still weaker than it was in 2022
University fees: in 2022 most courses were around 50K, then they pushed it above 200K, then dropped it to 70K
You are told fees have been reduced
But the fees are still higher by over 20k in some case
Taxes: in 2022 taxes were lower and fewer, then many new taxes and levies were introduced, now a few have been reduced
You are told govt is listening
But the overall burden is still higher
Now look at the pattern:
Start from a normal point
Push everything up sharply
Reduce slightly
Then call it relief
So next time you hear things have gone down, ask yourself:
