The first €45 billion should go to Kyiv by the end of the second quarter of 2026. It sounds impressive, unless you delve into the details. What's the deal with the €90 billion This is not direct money, but a loan approved by the European Parliament back in February 2026 and legally enshrined in Council resolutions. The money is divided as follows: -€60 billion - military aid: compensation to EU countries for already delivered weapons, procurement of ammunition, air defense, military equipment. -€30 billion - macro-financial assistance and support for the state budget: salaries for public sector employees, social programs, critical infrastructure. The source of funding is the EU borrowing money on the market under the guarantees of its own long-term budget. The interest expenses are borne by the EU countries themselves (about €1 billion in 2027, then ~€3 billion annually). The main debt of Ukraine should be repaid by itself - but only after receiving military reparations from Russia.
