PRESS RELEASE UPDATE ON NIGERIA- UNITED STATES JOINT STRIKES ON ISIS: FORCES DELIVER DEVASTATING BLOW, ELIMINATE 175 TERRORISTS The Defence Headquarters wishes to announce major successes in continuing counterterrorism operations in close coordination with United States Africa Command against ISIS terrorists in North East Nigeria. It will be recalled that the joint strikes started a few days ago. As of 19 May 2026, assessments indicate that 175 ISIS terrorists have been eliminated from the battlefield. The joint strikes have resulted in the destruction of ISIS checkpoints, weapons caches, logistical hubs, military equipment and financial networks used to sustain terrorist operations. The operations have also resulted in the elimination of several senior ISIS leaders, including Abu-Bilal al-Minuki, one of the most significant ISIS operatives in the world. Al-Minuki played a central role in ISIS external operations, coordinating terrorist financing, recruitment, logistics and attack planning targeting Nigerians and innocent civilians around the world. His death severely disrupts ISIS command, operational coordination and external attack networks. Other terrorist figures eliminated include Abd-al Wahhab, ISWAP senior leader responsible for coordinating attacks and distributing propaganda, Abu Musa al-Mangawi, ISWAP senior member and Abu al-Muthanna al-Muhajir, ISWAP senior media production team manager and close confidant to al-Minuki. The joint strikes have further reinforced what the Armed Forces of Nigeria have consistently done over the years - hunt down and kill terrorists anywhere they are in Nigeria. NNPC Probe: EFCC Secures Final Forfeiture of Private Jet The Economic and Financial Crimes Commission, EFCC, on Monday, May 18, 2026, secured a final forfeiture order of a Hawker private Jet 125 before Justice Emeka Nwite of the Federal High Court, Maitama, Abuja over its link to fraud, corruption and money laundering regarding the Maiduguri Emergency Power Project, MEPP. The aircraft, with model number 800XP, serial number 258553 and registration number 5N-AMK, was forfeited following an application by the EFCC. Ruling on the application, Justice Nwite held that no sufficient cause was shown by Valiente Jet Limited, a company owned by Abdulsalam Mustapha Kachallah, an interested party, why the aircraft should not be finally forfeited to the Federal Government. “The interested party has not demonstrated with evidence the lawful origin of the funds used to purchase the aircraft,” the judge held, stressing that the disguised manner through which the aircraft was acquired using the name of a Bureau De Change operator who denied knowledge of the nature of the transaction further lent credence to the unlawfulness of the entire transaction. The court had earlier granted an interim forfeiture order on November 13, 2025 and directed the Commission to publish the order in a national newspaper for interested parties to show cause why the aircraft should not be permanently forfeited. Following the publication, a company, Valiente Limited whose owner is Alhaji Abdulsalam Mustapha Kachallah filed affidavits to show cause. The application for final forfeiture was supported by an affidavit deposed to by Aminu Abdullahi, an investigator with the EFCC. According to the investigator, the Commission received intelligence bordering on conspiracy, obtaining money by false pretence and money laundering involving Kachallah. Investigation revealed that sometime in 2021, the Nigerian National Petroleum Company Limited, NNPCL, awarded contracts under the Maiduguri Emergency Power Project valued at $114,148,155 (One Hundred and Fourteen Million, One Hundred Forty Eight Thousand, One Hundred and Fifty Five Dollars) and ₦23,172,969,904, (Twenty Three Billion, One Hundred and Seventy Two Million, Nine Hundred and Sixty Nine Thousand. Nine Hundred and Four Naira) . Kachallah, who was then Chairman of the Borno State Rural Electrification Board and a member of the project’s steering committee, used his position and relationship with officials of the NNPCL to engage in illicit dealings connected to the project. Investigation showed that Kachallah entered into unlawful agreements with China Machinery Engineering Company, CMEC, through companies in which he had substantial interest, and sold privileged bidding information relating to the project in exchange for financial inducements. The investigation further showed that CMEC was subsequently awarded three contracts under the project valued at $52,120,172 (Fifty Two Million One Hundred and Twenty Thousand, One Hundred and Seventy Two Dollars) and ₦20,213,956,953 (Twenty Billion, Two Hundred and Thirteen Million, Nine Hundred and Fifty Six Thousand, Nine Hundred and Fifty Three Naira). Part of the contract funds was routed through Afuwa Integrated Services Limited, a Bureau De Change operator, under the false claim that the company was subcontracted by CMEC. CMEC transferred the sum of $2,070,000 (Two Million, Seventy Thousand Dollars) into the Stanbic IBTC Bank account of Afuwa Integrated Services Limited on Kachallah’s instruction. Investigation further revealed that forged invoices were prepared in the name of Afuwa Integrated Services Limited to falsely portray that legitimate services had been rendered to CMEC. The funds were thereafter transferred to a Brazilian account for the purchase of the aircraft from a Brazilian company.

CLARIFICATION ON RECENT REPORTS REGARDING THE NEUTRALISATION OF TERRORIST COMMANDER ABU-BILAL AL-MINUKI The Defence Headquarters (DHQ) wishes to provide clarification following emerging public discourse regarding the recent neutralisation of a high-profile terrorist commander, Abu-Bilal Al-Minuki, during a joint operation with the United States Africa Command on 16 May, 2026. Certain media reports referencing a similar operation in 2024 have mentioned the elimination of a terrorist commander bearing the same name. This has understandably generated questions about the identity of the individual recently neutralised. It is important to state that within the North East region and across the Lake Chad Basin, the use of similar or identical names, aliases and nom de guerres is common among ISWAP and Boko Haram terrorists. This is essentially part of their indoctrination program which is aimed at deliberately obscuring identities. This fact has been established over the years in the course of counter terrorism operations in the Northeast of Nigeria. The Abu-Bilal Al-Minuki eliminated on 16 May, 2026 has been positively identified through human intelligence and technical surveillance as a senior global operative within the Islamic State network, with direct links to international terrorist coordination, funding and operations across the Sahel. There is therefore no ambiguity in his identity. The strike is a significant milestone in our counter-terrorism efforts. The Armed Forces of Nigeria, in partnership with the United States, remain committed to dismantling terrorist networks and will continue to provide verified information through official channels. On the Killing of ISWAP Commander Al-Manuki The needless controversy trailing the reported elimination of Abu-Bilal Al-Manuki—also known as Abu-Mainok or Abu-Bilal Al-Minuki, described as a senior commander of the Islamic State West Africa Province (ISWAP) has once again exposed the gulf between the public sceptics and the realities of modern counterterrorism operations. Doubters of the latest Nigerian-American military successful operation in neutralising the ISWAP leader rushed to question the authenticity of the claim. However, security sources insist that such reactions are premature, unwarranted and not grounded in the full operational context. It is acknowledged within military and intelligence circles that Al-Manuki’s name had appeared among lists of suspected ISWAP/Boko Haram commanders reportedly killed in 2024 during operations around the Birnin Gwari forest axis in Kaduna State. However, security officials now clarify that the earlier listing was a case of mistaken identity or misattribution in the fog of sustained counterinsurgency operations. Importantly, intelligence now confirms that the Birnin Gwari theatre was never within Al-Manuki’s established operational sphere, which negates the accuracy of the earlier assessment. This time, however, security and military authorities maintain a far higher level of confidence. According to intelligence sources, the latest operation was the result of prolonged Intelligence, Surveillance, and Reconnaissance (ISR) efforts, supported by communications monitoring and phone intercepts that reportedly began as far back as December 2025. The intelligence trail, according to sources familiar with the mission, did not emerge overnight. Rather, it was built over months of persistent tracking, digital surveillance, and human intelligence inputs to map Al-Manuki’s movements across key locations in northern Nigeria. Security officials disclosed that efforts initially focused on capturing him alive rather than eliminating him. This explains why he was reportedly under surveillance in multiple locations, including Abuja and Maiduguri, up to just days before the final operation. The coordinated effort suggests that the target had been under sustained pressure, with intelligence units attempting to narrow his movements while avoiding premature exposure of the operation. Unlike the previous report, security authorities insist that the latest strike was executed with a significantly higher degree of precision, target validation, and multi-source intelligence confirmation. Officials maintain that multiple layers of verification were applied before authorisation of the final kinetic action, making this operation distinct from earlier incidents in which battlefield assessments later required revision. In their assessment, “this time, there is no ambiguity.” Critics have pointed to past cases in global counterterrorism where high-value targets like Abubakar Shekau were wrongly declared killed, only to resurface later. However, security analysts caution against using such historical anomalies to dismiss every confirmed operation. Indeed, modern counterterrorism history is replete with similar cases of initial uncertainty, particularly in complex environments where insurgent networks operate across difficult terrain and rely heavily on aliases, fragmented identities, and misinformation. For example, even in the global campaign against ISIS leadership, early reports of the death of Abu Bakr al-Baghdadi were later proven incorrect, with his actual death confirmed four years after the first successful killing was announced. Such cases highlight not failure but rather the evolving, often imperfect nature of intelligence gathering in asymmetric warfare. Undermining credible joint operations, particularly those involving Nigerian forces and international partners, risks weakening public confidence in ongoing counterterrorism efforts. They note that Nigeria’s armed forces, working alongside foreign intelligence partners, continue to operate in one of the most complex insurgency environments in the world, where targets often move across borders, adopt multiple identities, and operate within civilian-populated terrain. Against this backdrop, they say, verification processes are deliberately stringent and multi-layered before public confirmation is made. While public scrutiny remains an essential part of democratic accountability, security experts caution that premature dismissal of military claims can inadvertently undermine operational morale and strategic messaging. For now, military authorities remain firm in their position: The latest operation that targeted Abu-Bilal Al-Manuki represents a validated, intelligence-driven success against a senior figure of the Islamic State network. And in their words, this time, they are “100 per cent certain.”
