1 - akatsuki didnt attack konoha thanks to him. 2 - doing anything would make akatsuki his enemies too and a target of the world. Inside of the akatsuki even if I think in 1vs1 every single of them, they wouldnt go 1vs1 and he wouldn't had health to fight with everyone.
