An unsupervised woman is a liberal woman. This can be seen in every race and culture that fails to restrain them. Those men you mention, however, consist chiefly of browns and blacks. Now I know Western societies have their share of degenerates as well, but expedient and brutal punishment of them discourages that behavior without putting all the women in burkas.
