I think one reason why Auckland FC has thrived while the Wellington Phoenix soccer club has languished is that Wellington isn’t a very sports-mad city. It’s kind of like how the city killed off the sevens because to make it work, they had to market it as a costume party rather than a sporting event. And it worked for a while but when the novelty wore off you were stuck with a city filled mostly with people uninterested in sports.
