US Citizens eligible to vote (born in America) were a part of this purge. This disenfranchisement is the entire reason why Congress passed the quiet period ahead of elections. Individuals (noncitizens and ineligible voters for any number of reasons) can always be removed, but systematic purges cannot take place in the 90 days ahead of an election to avoid these incurable mistakes.
