Supporting residents’ steadfastness is essential to resisting forced displacement, demographic emptying, and the fragmentation of entire communities. Yet this struggle is compounded by the state’s lack of proper planning and inability to secure financing for recovery efforts, making resilience not only a social imperative but also a political and economic challenge.
