Everyone needs to calm down over this one. There's some important context missing, here. This would generally only happen in Canada if someone has expressed to a psychiatrist that they intend to harm themselves or someone else. If that doctor isn't able to have them detained at the time, they refer it to the police. It sounds like they have been trying to get in contact with him for this reason. They couldn't find him when they went looking for him, so there was most likely a BOLO issued. His plate got picked up and the officer would have had a note to detain him. Without the missing context, though, it's difficult to say, but it seems like this is the most likely scenario. So, no, police aren't just pulling people over and then arbitrarily taking them off to psych wards.

Transnational Organized Crime Network Dismantled By Canadian Police And FBI A joint cross-border investigation involving Peel Regional Police, the Canada Border Services Agency, Surrey Police Service, the Ontario Provincial Police and the Federal Bureau of Investigation has resulted in 17 people being charged with a combined 109 criminal offences linked to organized crime activity. Investigators say the charges include 11 counts related to extortion, along with numerous firearms, arson, conspiracy and breach-related offences. Police allege the investigation targeted individuals involved in violent criminal activity operating across multiple jurisdictions in Canada and the United States. Authorities said six firearms and quantities of ammunition were seized as part of the operation. Investigators also confirmed that none of the accused are Canadian citizens.
