April 17, 2013.
A date that didn’t make national headlines at the time, but it quietly marked the beginning of one of the most significant education turnarounds in the country.
On that day, Mississippi @PhilBryantMS took a decisive step in reshaping literacy by signing the Literacy-Based Promotion Act. The bill is often misunderstood as only doing the “science of teaching reading” but it has so much more:
• screening children three times per year
• deploying literacy coaches to the schools that needed them most
• retraining every K–3 teacher in the science of reading
• engaging families as partners
• aligning early childhood, child care, Head Start, and K–12 around a shared vision for reading success
Over time, the results became undeniable.
Mississippi at the time was last in the nation and now 9th nationally for the largest sustained gains in reading and math. Our fourth graders have risen into the top tier of states, and the progress among African American students now ranking among the highest in the country.
Today, more than 40 states and the District of Columbia have adopted similar evidence‑based reading policies.
April 17, 2013 wasn’t just a legislative milestone nor just my birthday! It was the moment Mississippi chose to believe that every child’s potential was worth fighting for.
