Officers Carlos Baker and Krystal Rivera had been in a secret on-and-off romantic relationship for about two years, which Chicago PD supervisors knew about as early as 2023. Rivera ended it in late May 2025 after discovering Baker was living with another woman. She reportedly threatened to expose him to his girlfriend and asked for a new partner, citing safety fears over his reaction. The day before the shooting, Baker allegedly showed up uninvited at her home. Baker had a history of misconduct complaints, including alleged domestic violence with a prior partner. Despite this, and known tensions, CPD kept them partnered. New bodycam footage shows Baker firing during the chaotic stairwell chase, then running upstairs and waiting nearly two minutes before aiding Rivera. He initially told dispatch someone else shot her. Her family’s lawsuit alleges the shooting wasn’t purely accidental and that he deliberately delayed help to silence her.
