@troylana The Enforcement Pillar we have been advocating for since 2021 is the Kamloops Mental Health Court. Addictions & Mental Health issues are a health issue. Left untreated long enough, it puts more serious pressures on the individuals, and the communities they reside in.

@BillSarai IMO, the four pillars are not only unhelpful, especially the heavy enforcement presence, it is outdated and gives no room to the majority of substance users who have no 'addiction/dependence' issues. Unless we talk about & accept the full spectrum of SU, 4 pillars is useless.
