The issue is because most of those tribes were wiped off the face of the planet and none of the nations today in west Africa existed when the slave trade started.

The "Declaration of Independence" while not a former declaration of war, with armed conflicts starting in 1775, justified the war. The war, "heavy fighting, Ended in 1781 and skirmishes continued on a bit. The treaty of Paris in 1783 officially ended the war and About 50,000 Loyalists migrated to British North America 14,000 of them arrived specifically in Nova Scotia following the Treaty in 1783. Yes the States then officially came to legal life in 1783. But I believe during the heavy war time 1775 thru 1781, Vermont was the only Colony/ Territory/State to declare all ADULT MALES free (go figure). other "colonies" took steps thru 1780. In regards the Britts moved. So Yes, as true to the rule of "State Law" the Federal government which really was not in existence until 1789 followed the rule of independent colonial law. So in short, The United States could not have made such a promise in 1775, 1776 and the treaty of Paris somewhat Negates the claim that such promise was made by saying that "...negros would be returned..." Art. 7... enter Sir Guy Carleton....

Freedom was granted by Individual colonies after the Brit loss in 1776... evacuation to Nova Scotia of many so they did keep that promise as well as they could...
