Toshiro IS the BEST Full Assault in BSR.
I've had a lot of back and forth with people recently about their rankings and tier lists and I want to clearly define my position and opinions.
Here are my full thoughts and breakdown:
#1. Defining "Best"
When I say "best," I am specifically referring to isolating each unit and measuring their individual performance in a vacuum—who feels and performs the strongest on their own.
I am not referring to overall Team DPS. Team DPS only measures the collective performance of an entire composition and its synergies, not the individual unit's strength. Judging a character's tier purely on team DPS inevitably leads to recency bias: whichever unit received the most recent supports or buffs automatically "wins," regardless of their standalone power.
With that definition in mind, Toshiro's individual performance is stronger, harder-hitting, and overall easier to use and master than Gin or Kenpachi.All characters are evaluated at max Boundary, max Weapon, and max Core stamps to compare their absolute peak potential fairly.
Key Points Supporting Toshiro:
#1. 100% Crit Rate in Rotation
Toshiro can maintain 100% Crit Rate throughout his full rotation. This lets you skip Crit Rate entirely in your Set Stamps and stack ATK%, Crit DMG, and Ult Charge instead. The result is a massive stat advantage—currently one of the highest (if not the highest) in the game.
#2. Simple and Forgiving Rotation
Toshiro has one of the simplest rotations in the game. He is among the least complicated units to master while still achieving peak performance.
#3. Highest Attack and Ultimate Damage Stats
Toshiro's Attack and Ultimate DMG numbers are currently the highest in the entire game—by a huge margin (nearly triple the next closest character in some parses).
#4. Self-Contained Kit – Low Reliance on Teammates
Toshiro's kit is very well-designed and self-sufficient. You can reach his maximum potential through his own rotation alone; any team support is just bonus stats. In contrast, Gin and Kenpachi have lower base Attack/Ultimate stats and rely more heavily on Ailment support or specific team buffs to hit their damage ceiling.
#5. On-Field Reliance is a Strength Here
Toshiro is very on-field heavy, which can limit how much damage other characters contribute. However, this is also an advantage: you don't need complicated tag-in rotations or to rebuild your team every time a new support releases. His power comes primarily from himself.
