It would be overkill for Southampton to be removed from the play offs for spying. Mike Tyson said everyone has a plan until they are punched in the face. A very heavy fine (e.g. £1m) for breaking strict rules is surely enough deterrence. No different to the injustice of deducting points from Everton & Forest over PSR breaches: particularly when we now know it had been gamed by other clubs. (Curiously, Burnley's case against Everton - which is based on Everton's sporting advantage - has not progressed anywhere in 2 years - as if to the prove the point) I appreciate lawyerball types will violently disagree; the rules say a breach equals sporting advantage. With PSR being replaced by SCR, where the punishment tariff does not result in an immediate points deduction for initial breaches, there would appear to be an acknowledgement of a need to be more judicious with punishments. Using sporting advantage as a basis for points deductions (and, extending it further, kicking a team out of the play off final) for financial / spying is using a sledgehammer to crack a nut.
