I think one of the biggest issues is a lot of people just don’t want to relocate to the places that are willing to pay.

In it's simplest form I suppose thats true. It's unfair to both parties. Europeans cannot afford to care for the entire world. Africans relying heavily on European charity wont stop if you keep enabling non-productive behavior. No one's happy or pleased race/culture mixing... no one. Everyone wants/needs a place of their own.

There is no “lack of skilled labor”. There is only “lack of skilled labor willing to do hard, dangerous work for you at the pay rate you offer”. It’s called “the free market”. If you want good people, you have to pay them more than your competitors.
