A track record obtained through grant applications in other schemes (like CIR). To solve the skewed distribution at the top, (smart) policy should aim for a better distribution at the bottom. #romewasnotbuildinaday.

I have previously commented that there is a strong technology optimism at NFR. I expect SOC SCI, HUM and BUS are underrepresented.
