本日は、朝7:45から外交部会・外交調査会・国際協力調査会の合同会議。国際機関(UNDP/UN_Women/UNFPA/WFP/FAO)からヒアリング。なぜ私が出席したかと言うと、4年前にあるマンガの新聞広告に圧力をかけてきた国際機関があり、私は強く抗議。以来その発言を注視しているのです。 ちなみに今回、創作物の表現規制を求めるような発言は一切ありませんでした。しかし今後も、念のため監視は続けるつもりです。 9時20分から、国会対策委員会の正副委員長会議。 12時から、参議院自民党の執行部会。政策審議会のレポート漫画がなかなかの評判。 14時から、コンテンツ戦略小委員会の事前説明。 15時から、情報通信戦略調査会「SNS等に関するPT」。よく新聞に「自民党が未成年SNS規制へ」風な記事が出ますが、正式にはまだ何も決まっていませんのでご注意を。国旗損壊罪も同じことです。 ・・・もし今、国会の委員会などで、 「未成年のSNS利用について、政府はどう考えているか？」という質問をした場合、首相も大臣も政府参考人（官僚）も、みんな同じ答弁をするはずです。 【答弁の例】 「有識者会議をふまえて工程表を作ったので、それに沿ってやっていく。」 「こどもがインターネットを通じて幅広い情報にアクセスできるという”知る権利”の他、”表現の自由”や”遊ぶ権利”などを持つ点や、オンラインがこどもの居場所や相談のツールにもなる点なども、非常に重要な観点と考えている。」 もちろん、私も国会で質問して確認しています。 個人的な信条から大臣が 「未成年のSNS使用は、年齢で一律に規制すべきだ！」 などと答弁してしまうことは無いのです。 だから、もし今、「規制派」が未成年の（年齢による一律の）SNS規制をしたい場合、国会で問い詰めても進展は無いので、まずは「与党の政務調査会」から攻略していく必要があるでしょう。 その際、会議体のヒアリング対象（講師）に選ばれたり、規制傾向を持つ議員に直接ロビイングしたりするのが強力であり、そうなると私のような規制慎重派としては、「全ての会議に出て、毎回反対意見を述べる」必要があります。最近、その回数が増えています。 ちょうど今、そのあたりの攻防をしているわけです。
