O Brasil também repudia ataques recíprocos contra áreas densamente povoadas, os quais têm provocado crescente número de vítimas e danos a infraestrutura civis, incluindo instalações hospitalares, as quais são especialmente protegidas pelo direito internacional humanitário. Ao reiterar sua exortação ao exercício de máxima contenção por todas as partes envolvidas no conflito, o Brasil ressalta a urgente necessidade de solução diplomática que interrompa esse ciclo de violência e abra uma oportunidade para negociações de paz. As consequências negativas da atual escalada militar podem gerar danos irreversíveis para a paz e a estabilidade na região e no mundo e para o regime de não proliferação e desarmamento nuclear.
