CAPG “Get On Board” Virtual Summit Speaker Bio Series: Kevin Darling - Chair - Kennebecasis Regional Joint Board of Police Commissioners - CAPG Director Kevin Darling, is currently Chair of the Kennebecasis Regional Joint Board of Police Commissioners that serves the Towns of Quispamsis and Rothesay. He was appointed by the Province of New Brunswick as the Provincial Representative to the Board in 2020. Kevin retired from a 42-year career with RBC in late 2019, during his tenure he worked in 17 different communities across Canada and the Caribbean. Retiring as the Vice President Commercial Banking Northern Caribbean in Nassau Bahamas. During his career he was viewed as an industry leader in commercial finance, strategic planning, sales management, and government finance. Throughout his career he was deeply involved as a community volunteer and Board member for many organizations in the communities where he lives. In 2019 he moved to Quispamsis where his family has been deeply rooted in the community for over 200 years, he established his own private consulting business that works with companies on growth strategies, corporate planning, financing structures, succession planning, change management and governance. In addition to working directly with his clients, Kevin is also a member of a number of corporate and advisory boards. Kevin has continued his community involvement not only through his role with the KRPF Board but also with not for profit and charitable organizations in New Brunswick and Ontario. He and his spouse have been intimately involved in animal welfare for a number of years. Given his background and experience he is regularly called on as a conference speaker in the areas of strategic planning, change management and financial management. Join us today for our March 19th Webinar - The Decriminalization Experience in BC: What the Data Says About Vancouver’s Decriminalization Program with Vancouver Police Department: Superintendent, Operations Command, Phil Heard, Director, Planning, Research and Audit Section Simon Demers, and Director, Enterprise Risk Management Section Drazen Manojlovic Simon Demers has spent more than 20 years in the Planning, Research & Audit Section of the Vancouver Police Department (VPD), including 15 years in the Audit Manager role and the past three years in the Director role. He also previously served on the Vancouver Police Museum Board, CACP Quality Assurance in Law Enforcement Committee, and CACP Research Advisory Committee. Simon was part of the teams that were awarded two Chief Constable Unit Citations for the 2007 and 2017 VPD Operational Review projects. He later received a Manager’s Commendation for the 2011 Transit Police Operational Review and a Queen Elizabeth II Diamond Jubilee Medal. Simon’s research ideas have appeared in various academic journals, and he received a Certificate of Outstanding Contribution in Reviewing (top 10% of anonymous peer reviewers) from the European Journal of Operational Research – the world’s largest academic journal in the field of operations research. Simon was born in Ottawa, grew up in Quebec City, and spent a year at the University of Toronto before moving to Vancouver. CAPG “Get On Board” Virtual Summit Speaker Bio Series: Arif Khan – Board Director – Barrie Police Service Board As a former two-term Barrie City Councilor and now a Provincial Appointee to the Barrie Police Service Board, Arif has spent years navigating governance and strategy, always focused on developing resilient communities. He’s motivated to challenge apathy and the status quo, pushing for necessary change that prioritizes relevance, purpose, and accountability. Professionally, Arif thrives on helping clients extract often-unsurfaced core challenges, solving big problems and making real impact. With two decades of experience in financial services and a knack for identifying gaps, he’s built systems that help organizations scale—from quick-serve restaurants to public education, live entertainment, and member driven associations. In line with these guiding principles, he has co-created, produced, and hosted “Hitting Home with Arif Khan”, a personal and small business finance related educational television series on Rogers TV, now in its 7th year. Based on an established relationship of trust within the community, Arif was approached by the City of Barrie to develop and produce a new series that explores and informs the public on the intricacies of local governance and operations. “Barrie, City on the Move” also airs on Rogers TV, as well as YouTube. Additionally, Arif produces and hosts two educational podcast series on business growth and strategy called “THINC Underground” and “ChamberVerse”. At the heart of it all, Arif finds purpose in helping people and organizations articulate their core intentions, develop viable strategies, and ensure sustainable margins.. CAPG “Get On Board” Virtual Summit Speaker Bio Series: Greg O’Malley – Chair – Halifax Board of Police Commissioners Born and raised in the North End of Halifax, a resident of District 10, Greg is a senior technology leader who holds a Master of Business Administration and a Master of Computer Science from Dalhousie University, as well as the Certified Management Consultant (CMC) designation, the only international certification mark representing adherence to the ethical canons of the profession. Greg has an extensive history of accomplishments, working in the private and public sector leading technological and business transformation initiatives, providing strategic advisory services, threat and risk management, cyber security advisory, and project management focused on large mission critical infrastructure projects. In his current role as Policing Policy Strategist with the Halifax Regional Municipality, Josh is supporting Halifax’s Board of Police Commissioners through the development of policies that ensure strong civilian oversight, and strategic plans that reflect the needs and values of residents. Prior to taking on this role, Josh was a Senior Policy Analyst with the Nova Scotia government’s Accessibility Directorate where he was a recipient of the Queen’s Platinum Jubilee medal for his work impacting members of the disability community. In his previous role as Senior Policy Advisor to the Mayor of Halifax, he worked with residents, community groups and government to make Halifax a more inclusive, accessible and active community. In this role, he was a recipient of a Deloitte/IPAC Public Sector Leadership Award for his role in initiating Halifax’s Mobile Food Market. Join us for our March 19th Webinar - The Decriminalization Experience in BC: What the Data Says About Vancouver’s Decriminalization Program with Vancouver Police Department: Superintendent Phil Heard, Director, Planning, Research and Audit, Drazen Manojlovic, and Director, Simon Demers. Superintendent Phil Heard has been a member of the Vancouver Police Department for 25 years. He is currently the Superintendent of patrol operations where he leads 700 frontline officers that annually respond to a quarter of a million calls for service. Prior to this, Phil served for four years as the Inspector in charge of the Organized Crime Section where he led investigations that led to some of the largest drug seizures in VPD history. In addition, Phil worked with municipal, provincial and federal partners on drug policy, including the three-year decriminalization pilot project in BC. Phil is an accredited Team Commander of major investigations. He previously served for five years in the Homicide Unit where he led files to convictions for all levels of culpable homicide.  Phil holds a Bachelor of Science in Chemistry and a Master of Business Administration from the University of British Columbia. Join is for our February 24th Webinar - Looking Inside the Building: A Focus on the Dynamics of Police Leadership in Canadian Police Services with Joshua Murphy Joshua Murphy completed his MA in Criminology at Simon Fraser University in 2014, the focus of which was police use of force training and tactics. He completed his PhD in 2022, also at Simon Fraser. His PhD focused on Canadian police leadership succession and succession planning. Josh has worked with Dr. Curt T. Griffiths on a variety of projects and reports involving Public Safety Canada, the Vancouver Police Department, Winnipeg Police Service, Edmonton Police Service, Victoria Police Department, Metro Vancouver Transit Police, Delta Police Department, Kelowna RCMP, Prince George RCMP, the Saanich Police Department, and the BC Provincial Government, Police Services Branch. These projects covered a broad range of issues, including street checks, police staffing and resources, patrol deployment, officer health and wellness, community policing, and operational reviews of police services. He has taught at Kwantlen Polytechnic University since 2017, where he has been a full-time faculty member since 2022, teaching a broad range of criminology and criminal justice courses, including introduction to policing, policing and community, and police accountability.
