The 10th Annual Delegates Conference (ADC) marked a defining moment for our Union and for the future of healthcare in Kenya. What we witnessed was not just a gathering of delegates, but a united movement of doctors from every corner of the country coming together with one shared purpose: to defend the dignity of the medical profession and strengthen healthcare for all Kenyans. ADC 2026 reaffirmed the collective resolve of doctors to push forward with courage, clarity, and unity. The resolutions adopted reflect the urgent realities facing our profession and the bold steps required to address them. Delegates unanimously resolved to pursue the full implementation of the CBA, including salary adjustments that reflect the rising cost of living and years of stagnation. The conference also demanded immediate settlement of all salary arrears owed to doctors and called for comprehensive medical insurance coverage for every doctor employed by both National and County Governments. On employment and healthcare policy, the ADC emphasized the urgent need for the annual employment of at least 3,000 doctors and the direct absorption of interns into permanent and pensionable terms. The conference also took a firm stand on protecting the quality of medical education and addressing policy gaps affecting healthcare delivery and doctor welfare across the country. Internally, the ADC strengthened the Union’s governance structures through constitutional review processes, improved accountability mechanisms, and successful trustee elections that reflected transparency, competitiveness, and constitutional compliance. Most importantly, ADC 2026 reminded us that the greatest strength of this Union lies not in titles or offices, but in solidarity. In the unity of doctors standing together for fairness, justice, safe working conditions, and quality patient care. The mandate has been renewed. The vision is clear. The movement is stronger. Now the work continues.

🚩 IF #SHA WANTS TO PRACTICE MEDICINE, SHA MUST GET A VALID PRACTICING LICENCE. The unilateral action by SHA to cap daily outpatient limits points to policy failure, which puts tension on the assertion that the transition from NHIF aimed at reducing out-of-pocket payments. How does capping outpatient costs at 1200–4000 reduce out-of-pocket payments? On the contrary, the effects undermine the principle of universal health coverage. 1. Compromise on the standard of care: The figures chosen are reckless and arbitrary. They force doctors to cut corners to fit their management plan within the SHA's financial limits. Essentially, it would be correct to say that SHA is practicing medicine without a license. 2. The cost-shifting fallacy: SHA was purportedly designed to reduce out-of-pocket expenditures. This policy does the exact opposite—by shifting the cost of care from a multi-billion-dollar fund to poor patients' pockets at their most vulnerable moment. 3. Professional autonomy and violation of ethics: If a doctor knows a patient needs a battery of investigations, especially in specialist clinics, but only has 4k at their disposal, the result will, without doubt, be substandard medical treatment. SHA must revert to the comprehensive model that puts limits on general outpatient lump sum and not per-visit caps. To better understand what we are telling them, SHA should urgently audit how many patients walk away from the lab or pharmacy because their coverage only allows consultations. This change of contractual terms is unilateral and may amount to a breach of contract. A good healthcare financing system should not operate like a game of musical chairs, shifting goalposts and changing critical policy rules in an arbitrary trial-and-error manner.

Whether you submitted nominations, cast your vote, or engaged in our forums, your faith is the fuel that drives this union. I am deeply humbled and honored by the trust you have placed in re-electing me and my team. This is not merely a personal victory, it is a collective triumph for our union. Together, we have already secured meaningful progress for doctors, and that momentum will now accelerate. I am pleased to confirm that all elected officials have been duly registered and gazetted, with the official extract issued to the union. With this legal mandate secured, your leaders are fully empowered and ready to serve with renewed focus and resolve. I extend my sincere congratulations to all candidates who offered themselves for election. Your participation strengthens our internal democracy and keeps this union vibrant. I extend an open hand to each of you, we will need your continued engagement, support, and constructive challenge to build an even stronger KMPDU. To the elected county and national representatives: congratulations. We step into this term at a time of evolving threats to union organizing and to both our public and private healthcare systems. The upcoming Annual Delegates Conference (ADC) will further consolidate this leadership as we elect Trustees and constitute Union Committees to complete our governance structure. DEMOCRACY AND ACTION: OUR PRIORITIES As Secretary General, my mandate is derived from the workers. I remain firmly committed to upholding our constitution and taking direction from the membership. We will be guided by our renewed union strategy, with success measured not in words, but in action. We are here to disrupt the status quo until every doctor receives their due. We are moving immediately to deliver on the following priorities: Settling All Arrears: Immediate demand for payment of all outstanding arrears across the Ministry of Health, Ministry of Labour, and Ministry of Defence. Basic Salary Adjustments: Ensuring all agreed salary adjustments are fully reflected in every payslip. County Arrears: Fast-tracking payment of 2024–2025 arrears for doctors in the counties. No doctor should work under debt. Protecting the Pipeline: Securing seamless posting for all 2026 interns and advancing the mass employment of doctors to address workforce gaps. Career Progression: Immediate implementation of pending promotions nationwide. Merit must be matched with progression. Total Compliance: Full enforcement of all Return to Work Agreements and a permanent, comprehensive solution to medical insurance. The 2025–2029 CBA: Prioritizing the negotiation, signing, and full implementation of the 2025–2029 Collective Bargaining Agreement within this financial year. ENGAGEMENT WITHOUT BARRIERS This election has spoken clearly: members want a union that listens as much as it leads. This term marks a new phase of deeper engagement and more dynamic communication. We will remain present and accessible ensuring information flows consistently, transparently, and in all directions. CLARION CALL: ONE UNION, ONE VOICE Colleagues, our strength remains our unity. Individually, we are a whisper but together, we are a roar. Our greatest asset is a membership that refuses to be divided. Let us move forward as one union setting aside differences, standing firm in solidarity, and committed to securing dignity for every doctor, full implementation of our agreements, and a stronger healthcare system for all.
