While Iran exploits the vulnerabilities of the Gulf States in the energy sector, the South Caucasus is expanding its regional interconnection. Azerbaijan plans to participate in the construction of the “green corridor” to export electricity to Europe via interconnections with Kazakhstan and Uzbekistan across the Caspian Sea. At the same time, investments are being made in an interconnection project that will allow Armenia to export electricity to Georgia in the coming years. To ensure the security of these interconnections in the South Caucasus, the region needs safeguards. One way to achieve this is by deepening cooperation and interdependencies, but bearing in mind that critical infrastructure can always be weaponized if there is a lack of good faith among the state actors.
