There are two things happening here at the same time: 1.Funding is being pulled or reduced from areas like disability services, civil rights, and education support. 2.It’s being replaced with sources like unclaimed property and grants, which isn’t uncommon. But that doesn’t make it neutral. It still shifts impact onto those programs and makes the funding less predictable.
