@martymoravchik Well if the roles were reversed and say, Rangers stipulated that Celtic couldn't sell tickets to a section of their support, for example smelly cunts, you'd have have a problem.

Had Rangers been clever, they'd have accepted the terms in private and just let the UB source tickets like they no doubt would have.
Instead all they've done is highlight they allow them to run riot without consequence.

Pretty clear. Nobody can deny the Rangers trouble was solely led by the UB. Rangers as a club said they would deal with those responsible and haven't.
Celtic offered full allocation of 2.5k as long as UB are banned based on trouble.

This means that the SPFL sub-committee will make the decision regarding the number of visiting supporters allowed at the match.
The SPFL decision is final and binding, and cannot be appealed by either club.

The SPFL have confirmed Rangers have made a request for a determination under rule I27.
The SPFL will appoint a sub-committee to consider Rangers' request under SPFL rule I27: "the home club must make provision for the admission of such reasonable number of visiting supporters"
