How about the Federal government set the rules for voting in elections for positions in the Federal government (President, Senators, House of Representatives), and each State sets the rules for voting in elections for positions and bills at the state and local levels.

So awesome that the SEC spent years begging for congressional help, got it, and when that deal makes them give away even an ounce of power/$$/leverage they threaten to blow it all up. They will drive the rest of the enterprise off a cliff if it means they can keep making money.
