On January 29, 1838, Frank Hitchcock – a longtime Peoria County Sheriff, Mayor of Peoria, and captain in the Civic War – was born in Painesville, Ohio. He was elected Mayor of Peoria in 1882, and later, served as a U.S. Marshal.
