Transit, labor, and housing leaders across California are raising concerns about proposed CARB amendments to the Cap-and-Invest program. A coalition of more than 60 organizations has submitted a letter to the California @AirResources Board, warning the changes could weaken the program’s climate, economic, and affordability benefits. The amendments could: • Undermine climate and air quality progress • Eliminate funding for key programs like AHSC, TIRCP, and LCTOP • Threaten good-paying jobs • Reduce investments in communities facing pollution and rising costs For more than a decade, Cap-and-Invest has delivered real results — reducing emissions and investing billions into California communities. The California Transit Association is leading a coalition effort of nearly 70 stakeholders and 50 transit agencies concerned over proposed amendments to the Cap-and-Invest program. The amendments would eliminate critical funding for programs, including the Affordable Housing and Sustainable Communities (AHSC), Transit and Intercity Rail Capital Program (TIRCP), and Low Carbon Transit Operations Program (LCTOP), and slash clean air investments benefitting AB 617 communities. For over a decade, these initiatives have successfully invested $9.35 billion to complete over 33,000 projects and remove the equivalent of 8 million gas-powered cars from the road. To date, these programs have reduced climate pollution by ~37.7 million metric tons (equivalent to removing 8 million gas-powered cars for a year), supported 22,877 affordable housing units, funded 263 major transit projects, and 1,123 projects and services.
