Consider Dark Souls, and how useful every ring is; or TES, where the enchantments can be as powerful as you want.
Unless you make rings weak as hell, you gotta cap the number of them or your game's balance is going to be a mess.

@browndwarf6 The main issue, is that this design philosophy doesn't apply to every open world; a lot of them simply do grab a smaller game and stretch it's objectives- I think the best example would be like, Dynasty Warriors 9, which destroys its game format to spread it across a huge map.

Unless you know about the fruit and tails, that world has NOTHING. It's massive for it's practical needs.
But the massiveness, and the beauty of it all, is core to the themes. The world is bigger than your quest.
