NEW: Eugene man files $1 million excessive force lawsuit after officer punches and Tases him while handcuffed On July 30, 2026, Jehoshaphat Commandest, 41, filed a $1 million lawsuit against the City of Eugene and Eugene Police after an officer allegedly punched and Tased him while handcuffed. On January 11, 2025, Commandest was being detained on suspicion of second-degree criminal trespassing. After being handcuffed and walked to a patrol car, he stated that he turned to say goodbye to his family. Officer Stephen Lahm then punched him in the face seven times and drive-stunned him with a Taser twice for 17 seconds while he remained restrained. Commandest suffered a traumatic brain injury, ruptured blood vessels in his eye, severe facial bruising, and electrocution marks. Lahm resigned in November 2025. This is the third recent excessive force lawsuit against the department.
