Fenceman, the Frostop is just one part of the equation. The proposed dorm site is next to a neighborhood where people own houses and live. It is actually surrounded by (though not immediately adjacent to) a lot of residential housing—and other small businesses that don't want this to happen. They have rights too. (For one thing, the developers would provide just 37 parking places for 160 new residents.) Go to a meeting and listen to the people who are directly affected by this plan. Tulane can develop downtown.

@CarrolltonWatch Actually it’s not that Complicated! Anytime a business wants to Build & Expand someone in this city Will complain! Tulane wants to Grow! So What that a few Dying & Defunct businesses will be lost! Either Grow up and realize you’re in the Real World ! Put on your big boy pants!

It's more complicated than that. Tulane and Robért's were planning a 33,000sf development for three years and sprang it on neighbors at the last minute as a done deal. These lots may be HU-B1 but they're flanked on two sides by single-family residential zoning. Either dig into the issue or unfollow. Thanks.

Board of Zoning Adjustments on April 20, 2026—BZA 110-25—The Boot—1037-1039 Broadway Unusual tied vote at the BZA today, 3-3; by default, the appeal was denied. The Napolis have to shut down the sidewalk tables—or appeal to the CDC. "Request: This is an appeal of the August 28, 2025, decision of the Director of the Department of Safety and Permits, regarding the partial denial of license no. 25SDUS-38580 to permit a sidewalk cafe because sidewalk cafes are prohibited for legal non-conforming bars in residential zoning districts, except for those in a RDO Residential Diversity Overlay District." On 4/8/26, HDLC unanimously denied Ted's Frostop demolition application by RCR Ventures, LLC, and Zach Smith Consulting & Design. Public opinion against the demolition was expressed in over 2000 signatures on a petition; 162 pages of public comment; and over two hours of in-person comment at the hearing. Mrs. Ted Sternberg attended the hearing, along with many neighbors and advocates. The denial will go to the City Council on appeal.
