It’s like the slightest shift sends them into panic mode. I'm starting to think they're just genuinely terrified of weather. Is there some magical weather decimal or condition where they finally go, "Alright, this is acceptable, we can coexist with nature now"?

It's funny how the Power Department seems to have a very sus relationship with the weather. Rain? Power's out. Fog? Cut it. Clear blue skies? Still no power. A light breeze? Oh, definitely cut the power. Now I'm just trying to understand what the threshold is.
