Hey man. While, I think your heart is in a good place giving this advice, none of what you’re suggesting is actually rooted in data nor is it any sort of strategy that is actually valid right now.
For context, I partnered with @FlorkOfCows to run and produce his YouTube channel. We average anywhere between 25 and 50 million views a month on short form. I also do strategy for multiple other VTubers and creators as well as major brands and shorts STILL play a major role in our top of funnel viewer acquisition strategy. I personally do north of 3-5m+ views a month just on my personal Instagram with a very basic content strategy that anyone can follow. If the advice of what you’re saying is just don’t do stream cut downs and turn and burn on them, that’s sound but obvious advice.
Section 1, Point A: I have spoken with many people at Meta, YT, and TikTok. Their algorithms do not prioritize anything that “can go viral.” They prioritize content that keep people watching as long as humanly possible to sell ad space. That’s it. Nothing else. So anything that engages, entertains, and retains and IS DESIGNED TO DO THAT, *WILL* go viral. To say that their algorithms only prioritize things that have the chance to go viral, and nothing else is a gross oversimplification of how these platforms prioritize content.
Section 1, Part B: yes, making non-Vtuber centric-content that is either storytelling, educational, or entertaining in manner that isn’t just about the thing that they do day and day out and has a wider chance of top of funnel acquisition has the chance to go viral. That’s just basic storytelling, but utilizing short form as the vehicle.
Section 2 Part A: shorts should not be seen to convert people to streams, or even to grow following. Followers are no longer the priority for the majority of platforms. Instead, it is overall views and reach. Shorts should only be seen as adding to algorithmic weight and overall brand awareness + media awareness. Each short created needs to be treated as a bullet. The more bullets you have, the more chances you have of hitting your target. But further, shorts can no longer just be clips.
Section 2, Part B: I have multiple channels that are north of 1 million subscribers that are hiring more short editors. These are channels that are putting out 1 to 3 shorts a day. For some people yes they are deep prioritizing shorts, and prioritizing longform content that have higher RPMs, but for others, they are playing a volume play and have the infrastructure to support that.
Section 3: The channels that you are referencing and how they have shorts that aren’t “popping off,” are outlier macro creators. The majority of the people that you are trying to target in your consulting and your content strategy are not or will not be making the same types of content— and further, these are also channels that also are in atrophy in terms of audience sentiment.
Section 4, Part B: Clipping channels may be working for now but again that’s purely because of volume. The shorts that do well are the ones that say something, do something, encourage a conversation etc. but to say that shorts shouldn’t be a focus for people is misguided and suggesting clipping should be the focus is dated advice.
TLDR, I recognize that you want to help, but I find this advice misguided and not fully rooted in fact.

TLDR: Twitch isn’t focusing anymore on the homegrown-streamer, nor their community.
We no longer matter to @Twitch. Accept it and plan accordingly. Skip TwitchCon. Hold your own community event instead. Diversify platforms.
Bleed your own brand colour. F*ck purple.
