According to @SofianLeGEEK, Xenoverse 3’s development went through a massive delay to adopt a new strategy. Initially, it was going to be made for both PS4 & PS5, but supporting PS4 would have meant graphical limitations. So they did a complete overhaul and made it a next-gen exclusive.
