Farm, Food, and National Security Act of 2026: The 409-section bill passed the House 224-200 (Yea-Nay 🟥R 209-3 🟦 D 14-197 ) -School cafeterias: 95% Buy American per food category. China and Russia poultry and seafood: prohibited. -The bill bars assistance for most projects converting farmland to solar energy -Food for Peace transfers from USAID to USDA. Statutory food aid minimums repealed. -Limits states' ability to impose production standards (like minimum pen sizes for breeding pigs and egg-laying hens) on livestock raised in other states as a condition of selling the resulting products in-state. A direct response to California's Proposition 12. NPPC challenged the law in 2023; the Supreme Court upheld it in a fractured opinion, with multiple justices noting that resolving conflicts of this kind is Congress's job. This provision is Congress taking that cue. -Agricultural trade promotion rises to $533M/year. A new WTO task force is directed to target India's price supports.

The Fed can't even study a CBDC, but open, private digital dollars are explicitly protected The Board of Governors is barred from testing, studying, developing, or implementing a CBDC, and may not use one for monetary policy. One carve-out: open, permissionless, and private digital dollars that match the privacy of physical cash are explicitly not banned.
