Outside of statute and regulations, why is the role of the principal necessary for learning?

@phillipcboyd The principal is critical in creating the conditions for teams to be successful and design to team dynamic…then get out of the way for teams to facilitate learning. They then need to get to work securing resources and establishing partnerships to support team efforts.
