Layunin ng panukala na mapalawak ang saklaw ng tulong para sa mga underprivileged na mag-aaral na napipilitang pumasok sa private schools dahil sa siksikan o overcrowded na public schools sa kanilang lugar. Ayon sa panukala, ang voucher assistance ay ibibigay sa mga estudyante mula disadvantaged at low-income families, lalo na yaong nasa mga pampublikong paaralan na itinuturing ng Department of Education (DepEd) na congested, o sa mga lugar na walang malapit na public school at nais pumasok sa private basic education schools. Sa ilalim ng panukala, layon nitong gawing institusyonal ang Private Basic Education Voucher Program. Magbibigay rin ito ng institutional support sa mga kalahok na private schools, kabilang ang teacher development at targeted assistance. Sa pagpapalakas ng public-private partnership sa basic education, isinusulong ng panukalang ito ang mas pantay na access sa edukasyon, mas efficient paggamit ng pondo ng gobyerno, at mas magandang learning outcomes.

PCG TO DEPLOY AIRCRAFT AND VESSELS TO CHALLENGE AND DRIVE AWAY CHINESE RESEARCH VESSELS CONDUCTING ILLEGAL MARINE SCIENTIFIC RESEARCH The Philippine Coast Guard (PCG) has detected four Chinese research vessels operating in the vicinity of Philippine waters using Canada’s Dark Vessel Detection (DVD) System. Based on the observed movements and activities of these vessels, the PCG has determined that they are conducting illegal marine scientific research without the legal authority or prior consent of the Philippine government, in clear violation of the United Nations Convention on the Law of the Sea (UNCLOS). The following vessels with their advanced research capabilities were observed in the indicated positions: • XIANGYANGHONG 33 – an advanced oceanographic survey vessel of the Xiang Yang Hong class, equipped for deep-sea research, seafloor mapping, geophysical exploration, and support of submersibles – was lying-to at Latitude 10.503101° N, Longitude 115.717853° E, approximately 140.47 nautical miles northwest off Rizal, Palawan, and within the vicinity of Quirino Atoll. • SHI YAN 1 – a SWATH-hulled research vessel specialized in marine science and hydro-acoustics, featuring dynamic positioning, noise reduction, and advanced sensors for precise geophysical and acoustic data collection – was underway at Latitude 20.568514° N, Longitude 119.815389° E, approximately 118 nautical miles west off Itbayat, Batanes. • JIA GENG – a modern deep-sea research vessel equipped with acoustic sensors, weather radars, and capable of deploying unmanned underwater vehicles for multidisciplinary oceanographic studies – was underway at Latitude 21.912450° N, Longitude 122.940958° E, approximately 88.36 nautical miles northeast off Itbayat, Batanes. • ZHUHAIYUN – the world’s first intelligent drone mothership, designed to deploy and control over 50 unmanned aerial, surface, and underwater vehicles simultaneously for comprehensive three-dimensional ocean surveys, with autonomous navigation capabilities – was lying-to at Latitude 16.665000° N, Longitude 116.830000° E, approximately 102.11 nautical miles northwest off BDM (alternatively, 171.18 nautical miles west off Bolinao, Pangasinan). The Philippine Coast Guard will immediately deploy aircraft and vessels to challenge these Chinese Research Vessels (CRVs) and drive them away from Philippine waters. The PCG continues to closely monitor their movements in accordance with Philippine laws, international maritime law, and UNCLOS. “In furtherance of the policy directive of President Ferdinand R Marcos Jr, the Philippine Coast Guard remains steadfast in safeguarding the country’s maritime domain. We will not tolerate any illegal marine scientific research conducted without our government’s consent. Ngayong Araw ng Manggagawa, nakikiisa ang Akbayan Party sa lahat ng manggagawang Pilipino at sa kanilang laban para sa kaseguraduhan sa trabaho, makataong sahod, at makatarungang pagbabahagi sa yaman sa ating bansa. Malinaw ang ating panawagan: buwisan ang ultra-rich upang ang lahat ng Pilipino ay magkaroon ng tunay na pagkakataon na umunlad. Nananawagan tayo sa Kongreso na ipasa ang Solidarity Contribution Act (House Bill 4304), na magpapataw ng taunang buwis na 1.5% hanggang 3% sa mga indibidwal na may net assets na P300 milyon pataas. Hindi nabuo ng ultra-rich ang kanilang napakalaking yaman nang hiwalay sa lipunan. Ito ay bunga ng pagbabanat ng buto at sakripisyo ng ordinaryong mamamayan. Dahil dito, makatarungang ibalik ang yamang ito sa taumbayan. Hindi ito limos. Masisipag ang manggagawang Pilipino. Ang problema ay hindi ang kakulangan ng pagsisikap, kundi isang ekonomiyang lalong ikinukulong ang oportunidad sa iilang nasa tuktok. Kahit ano mang sikap, walang katiyakang mas gaganda ang buhay ng ordinaryong mamamayan dahil sobrang naka-sentro na ang yaman at kapangyarihan sa iilan. Ang makatarungang pagbubuwis sa labis na konsentrasyon ng yaman sa iilan ay maaaring gamiting budget para pondohan ang isang mas makataong pampublikong transportasyon, universal healthcare, at mga programa para sa job creation at social protection. Hindi ito ayuda kundi pundasyon ng isang makataong ekonomiya kung saan may kakayahan ang lahat na magtrabaho, kumita, at umasenso. Ang labis na hindi pagkakapantay-pantay ay hindi lamang usaping pang-ekonomiya, isa rin itong krisis sa demokrasya. Kapag ang yaman ay naka-sentro lamang sa kamay ng iilan, bumababa ang sahod, nagiging konti ang oportunidad, at nababaluktot ang kapangyarihang pampulitika. Hindi makatarungan ang anumang lipunan na napakalayo ang agwat ng mahirap at mayaman. Kasabay nito, nananawagan din ang Akbayan para sa P200 across-the-board wage increase at pagbaba ng VAT mula 12% tungong 10%. Ito ay mga agarang hakbang upang mapataas ang kita at mapagaan ang pasanin ng mga manggagawa, maralita, at middle class sa gitna ng patuloy na pagtaas ng pandaigdigang presyo ng langis. Malinaw ang dapat nating tahakin. Kailangan nating bumuo ng isang bagong ekonomiya na pinapahalagahan ang trabaho at pagsisikap ng tao, hindi lang ang yaman ng iilan; isang ekonomiyang para sa mamamayan, hindi lang para sa mga makapangyarihan. Sa patas at demokratikong pagbabahagi ng yaman, mas maraming Pilipino ang magkakaroon ng oportunidad na umunlad at umasenso, at tunay nating masisiguro na ang kaunlaran ay hindi pribilehiyo ng iilan, kundi karapatan ng lahat. #AkbayanPartylist

𝗟𝗔𝗕𝗢𝗥 𝗗𝗔𝗬 𝟮𝟬𝟮𝟲 𝗠𝗘𝗦𝗦𝗔𝗚𝗘 Sa buong mundo, pinahahalagahan ang mga manggagawang Pilipino — para sa ating husay, katapatan sa tungkulin, at pagkamasigasig. Pero dito sa tahanan ng ating lahi, madalas ay mababa ang tingin sa kanilang paggawa—makikita sa sahod na tila ipinagkakait ang karapatang mangarap. Ngayon, dahil sa krisis sa Gitnang Silangan, habang tumataas ang presyo ng gasolina at nilalamon ng pagkain at pamasahe ang halos buong badyet ng isang pamilya, wala nang ihihigpit pa ang sinturon. Noon pa man, idinadaan na lang sa diskarte o raket para maitawid ang araw-araw. Ngayon, lalong kulang na kulang na ang minimum wage para sa isang buong araw na pangangailangan ng buong pamilya. Kaya sinusuportahan ko ang panawagan na itaas ang sweldo ng mga manggagawa. Hindi kawanggawa ang itaas ang kanilang sahod, katarungan ito. Hindi naman hinihingi ang higit sa nararapat. Yung sakto lang para sa pangangailangan – sakto na makatao at makatarungang bahagi sa halagang nilikha ng dugo’t pawis ng Pilipino. Kapag kumikita nang sapat ang mga Pilipino sa Pilipinas, umiikot ito sa ekonomiya ng bansa: Nakakabili ng mas maraming pagkain, nakakabyahe nang may dignidad paroo’t parito sa trabaho, nakakabayad ng upa sa oras, at napapanatili sa paaralan ang mga anak. Pero mas malaki at marami pa ang dapat gawin. Ang gobyerno at lahat ng tao sa gobyerno, may tungkuling lumikha ng mas marami at mas magandang trabaho para sa Pilipino dito sa Pilipinas. Gawing tunay na abot-kaya ang pagkain at transportasyon. Ayusin ang mga sirang sistema na umuubos sa kita. Siguruhing patas ang kita sa food supply chain—mula magsasaka at mangingisda hanggang mamimili. Paganansyahin ang mga magsasaka, mangingisda, at mga mamimili sa food supply chain. Paganahin para sa taumbayan ang mga sistema ng transportasyon at enerhiya at kalusugan. Hindi na kailangang bigyan ng isda o turuang mangisda ang manggagawang Pilipino. Kailangan na lang nating pangalagaan ang yamang-dagat, alisin ang mga basura at balakid, at hayaang gawin ang alam nang gawin — ang magtrabaho nang tama at may dignidad. Imagine kung dito sa Pilipinas, lahat ng Pilipino may mga pagkakataong umunlad dito sa bayan mismo natin. ‘Yan ang maipapamana natin – buhay ang ekonomiya, malusog at masaya ang lahat.

With all due respect, when a potential candidate is rating 30 plus percent nationwide and 50 plus percent in NCR, to view these numbers representing the public pulse as unacceptable because it represents a ‘savior mentality’ mindset is a misreading of the public pulse. The people know better.
