Officials say the government is helping former vendors transition into alternative businesses, marking a major shift in the country’s approach to animal welfare. Twenty-two beagles were rescued from Ridglan Farms and are being brought to safety by nonviolent rescuers. Police intercepted two vans carrying the rescued dogs and arrested the activists who were on their way to bring the dogs to their forever homes.
