Trump's unpredictability is the asset. Adversaries can no longer game American responses. Every action assumes the worst case.
Russia's invasion of Ukraine catalyzed it. Trump concentrated it.

Global Gateway investments must focus where they can have the greatest impact, and where countries align with our interests. If a partner country supports Russia or Iran, our engagement has to remain flexible so we can realign accordingly.
