Russia has increased its budget for propaganda abroad to record levels. In the 2026 budget of the Russian Federation, $1.85 billion was allocated to the information sector - this is 54% more than in 2025. This was reported by the Foreign Intelligence Service of Ukraine in response to a request from Liga.net. ▪️ The Kremlin finances the promotion of its narratives in European countries, including in Brussels, Vienna, and Luxembourg. ▪️ With this money, offices and networks of "Russian Houses" are maintained, loyal organizations are supported, and new information platforms are launched. ▪️ After EU sanctions against pro-Russian media, Moscow began creating duplicate websites without overt Z-rhetoric or aggressive propaganda. ▪️ On such resources, "expert" interviews and materials with Kremlin messages are published: - "Europe is 'tired of war'; - 'Russia cannot be isolated'; - 'Ukraine supposedly 'does not want peace'." ▪️ The Foreign Intelligence Service emphasizes: the main goal of such campaigns is to create an image of a "suffering Russia" and shift responsibility for the continuation of the war to Ukraine.
