Anyone think it was a penalty from what we were shown on TV?

Just watched Japan v Germany on @itvfootball From commentary there was a penalty shout for Japan and it seems VAR looked at it but decided not to send it for review. TV viewers were being shown the crowd! They went to show a replay but stopped it. No view of it shown since!!
