So instead of Nigeria wasting money on politicians for census that never happens, the same amount of money can be budgeted for these welfare programs, and the system will easily capture all the census data it needs and the people will easily surrender their data.

In advanced societies, the Word census doesn’t exist because the system has a way of capturing everyone’s data through child birth, welfare payments for unemployed and older people, bank registrations for employed and self employed
