@stgeorgeslane @reigateparkrun improve times on the second run. There is a question whether the winter course is longer. RD Paul thinks yes, I am not so sure. Nor is Google map. Or Adrian's strava. I think you are correct in thinking that the majority of times are slower. But maybe only initially.

I would expect speed of the runner to be increased because there are more hard surfaces, but decreased because of additional corners. In addition speed would be decreased by unfamiliarity with the course - most people
